Instructions following meeting with Government members 2021-11-30 15:00:00 Vladimir Putin approved a list of instructions following a meeting with Government members held on November 24, 2021. The Russian Government was instructed to ensure the introduction of legislative amendments aimed at tax incentives for investment activity of organisations that is associated with the introduction of domestic software and hardware and software systems based on artificial intelligence technology, as well as at the establishment of a mandatory requirement for the predominant use of domestic software, telecommunications equipment and radio-electronic products by subjects of critical information infrastructure of the Russian Federation. The instructions also provide for introducing responsibility of the heads of state corporations, state companies and other state organisations for implementing plans for their transition to the predominant use of domestic software. In addition, the instructions to the Government, in particular, concern the growth of wages for workers in the public sector of the economy this year; the implementation of the Pushkin Card social support programme for youth aged 14 to 22 to improve access to cultural institutions; and the modernisation of at least 25,160 Russian Post offices located in rural, remote and hard-to-reach areas in 2022–2025. The Russian Government, together with the State Council Commission on the Economy and Finance, was instructed to submit proposals on additional inter-budget transfers to be provided to the budgets of the Russian regions in order to increase wages for certain categories of public-sector workers.
