The agreement between Russia and Kazakhstan on establishing a common regional air defence system has been sent to the State Duma for ratification

Vladimir Putin sent to the State Duma for ratification the Agreement between Russia and Kazakhstan on Establishing a Common Regional Air Defence System for the Russian Federation and the Republic of Kazakhstan, signed in Astana on January 30, 2013.

The Agreement was drafted in accordance with the Agreement on Establishing a Unified Air Defence System for the Commonwealth of Independent States’ Member States of February 10, 1995, and the decision of the Collective Security Treaty Organisation’s Collective Security Council on developing and enhancing the CSTO member states’ air defences of June 23, 2005.

The Agreement sets out the international legal basis for establishing a common regional air defence system between Russia and Kazakhstan. The system is an integral part of the CIS member states’ unified air defence system.

The common air defence system forces will be headed by a commander who will be appointed after the Agreement enters into force by the President of Russia and the President of Kazakhstan, based on proposals from the Russian and Kazakhstani defence ministers.

The common air defence system headquarters will be based in Almaty in Kazakhstan.
