Instructions following a meeting with members of the public in Usman, Lipetsk Region

Vladimir Putin approved a list of instructions following a meeting with members of the public in the city of Usman, Lipetsk Region, held on January 22, 2020.

The instructions to the Government of the Russian Federation concern a number of social support issues related to caring for children with disabilities, for people with first-degree disabilities, for the elderly in need of total nursing care, and also concern the work of care services when providing medical assistance and social services.

The Government, together with regional executive bodies, has been instructed to address the issue of introducing monthly cash payments to low-income families upon the birth of a third child and subsequent children until the child reaches the age of three years in all Russian constituent entities by 2024.

The Government, together with regional executive bodies and with participation of the Russian Historical Society, has been instructed to submit proposals on work to identify cultural heritage sites related to Belgorodskaya Zasechnaya Cherta, a 17th century fortification, as well as their state protection, scientific study and further use in order to develop educational tourism.

The instructions to regional executive bodies, in particular, also concern raising public awareness of state support measures for families with children; posting information on socially oriented NGOs providing socially useful services on the unified portal of public and municipal services; and various types of support for volunteer organisations.

The Government of the Russian Federation, together with the Lipetsk regional administration, has been given a number of instructions related to specific issues raised at the meeting.

In addition, it was recommended that the Civic Chamber of the Russian Federation, together with regional civic chambers, monitor the implementation of the Presidential Address to the Federal Assembly, as well as ensure public oversight.
