In order to bring raw materials containing precious metals into circulation, the President resolved to implement, from January 1, 2026, to December 31, 2026, a pilot project for drawing raw materials containing precious metals into circulation within the territory of the Russian Federation.
The objectives of the pilot project include bringing additional volumes of raw materials containing precious metals into circulation and verifying the precious metal content in batches of such raw materials exported from the Russian Federation.
The Executive Order establishes that the Finance Ministry shall be the federal executive authority responsible for implementing the pilot project and that, within its framework, oversight over the circulation of raw materials containing precious metals and products manufactured from them shall be exercised by the Federal Assay Chamber.
Participants in the pilot project include the Finance Ministry, the Federal Assay Chamber, the Federal Customs Service, the Almazny Mir joint-stock company, as well as legal entities and individual entrepreneurs who own raw materials containing precious metals.
The above raw materials include ores and concentrates of non-ferrous and precious metals, precious metal waste and scrap, zinc residues, as well as waste and scrap of electro-technical and electronic products used primarily for the extraction of precious metals.
