The message reads, in part:
“March 23, 2003 is rightfully considered a landmark, an unforgettable date in the history of Chechen people. On this day, a referendum took place when the people of Chechnya confirmed their choice to be together with Russia, to restore peaceful life and ensure law and order. Thanks to the people’s unflinching will, the foundations of the present-day statehood of the Chechen Republic as an equal region of the Russian Federation were laid, and the key development areas of the region were outlined.
It is gratifying that, while guided by the norms and principles of the Basic Law, and the ideologic and spiritual legacy of Hero of Russia Akhmat-Khadzhi Kadyrov, you successfully deliver on major, relevant objectives to strengthen the Republic’s economy and social sphere, improve the wellbeing of people, and ensure inter-ethnic peace and accord. And, of course, it is important that the people of Chechnya maintain their firm commitment to the ideals of patriotism and solidarity in the name of the Fatherland. Today, during the special military operation, Chechen heroes are protecting Russia together with their comrades-in-arms, displaying fortitude, courage and camaraderie.
I am sure that your congress will take place in a business-like, constructive atmosphere, and the proposals made by its participants will translate into practical actions and undertakings.”
