The Federal Law establishes the legal framework for the platform economy in the Russian Federation regulating relations between digital intermediary platforms, their partners, users, and other stakeholders involved in the sale of goods, provision of services, and performance of work.
In particular, the new legislation outlines the principles of legal regulation of the platform economy in the Russian Federation; defines the obligations of digital platform owners; sets forth the procedure for recognising a digital platform as an intermediary; details the procedure for pre-trial dispute resolution involving intermediary digital platforms; establishes the procedure for state supervision and compliance oversight in the platform economy in the Russian Federation, mandatory data-sharing between intermediary digital platform operators and tax authorities, as well as enforcement measures for foreign operators of such platforms in Russia.
