as well as expanded Russian‑Turkish consultations on the climate agenda, took
place at the Presidential Executive Office. The Russian delegation included
officials from the Ministry of Natural Resources and Environment, the Ministry
of Economic Development, and the Ministry of Foreign Affairs, alongside
representatives of the Russian business community.&lt;/p&gt;&lt;p&gt;Opening the meeting, Ruslan Edelgeriyev noted the traditionally constructive nature of the Russian‑Turkish dialogue and expressed appreciation to the Turkish delegation
for its willingness to engage in an open discussion of key issues on the international climate agenda. The Presidential Aide underscored the particular
significance of the forthcoming conference in Antalya (scheduled for November 9–20, 2026), adding that its outcomes will largely determine the future trajectory
of the international climate process.&lt;/p&gt;&lt;p&gt;Murat
Kurum, in turn, highlighted Russia’s special role in securing Turkiye’s current
presidency of COP 31 UNFCCC, emphasising that the diplomatic efforts of the Russian delegation led by Ruslan Edelgeriyev were among the decisive factors in Turkiye’s election to this position. The President of COP 31 UNFCCC
expressed confidence that the joint endeavours of both states will lay the foundation for developing balanced decisions that will shape the future of the global climate process for years to come.&lt;/p&gt;&lt;p&gt;The sides
discussed a broad range of issues pertaining to the forthcoming conference in Antalya. Ruslan Edelgeriyev drew particular attention to the necessity of adhering
to the principle of taking national circumstances into account and recognising
the sovereign right of states to determine their own path of low‑carbon
development. The Russian delegation reaffirmed to the team of the President of COP 31
UNFCCC its principled position regarding the unacceptability of imposing
financial obligations on developing countries and countries with economies in transition, which may create additional barriers to their economic growth.&lt;/p&gt;&lt;p&gt;When
discussing preparations for COP 31 UNFCCC, participants in the talks underscored
the importance of signing an intergovernmental agreement on the sidelines of the conference concerning the mutual recognition of climate projects and certification, validation, and verification bodies. Ruslan Edelgeriyev noted that
such an instrument would facilitate the harmonisation of the regulatory
frameworks of both states and create favourable conditions for the advancement
of practical Russian‑Turkish cooperation.&lt;/p&gt;&lt;p&gt;A separate
topic of discussion was the countering of unilateral restrictive measures in the climate sphere. The Special Presidential Representative for Climate and Water Resources emphasised that employing the climate agenda as a tool of trade
pressure is at odds with the spirit of multilateral cooperation and undermines
trust among negotiation participants. The COP 31 UNFCCC President expressed
solidarity with this stance and emphasised the necessity of continued joint
efforts to counter such practices.&lt;/p&gt;&lt;p&gt;The meeting
participants exchanged views on energy transformation issues. The Russian
Presidential Aide highlighted the pivotal role of natural gas as a transition
fuel, capable of reducing emissions while maintaining energy security and the affordability of energy resources. Both sides also noted the importance of enhancing energy efficiency and promoting energy conservation as priority areas
of climate policy.&lt;/p&gt;&lt;p&gt;A substantial portion of the talks was devoted to climate change adaptation. The sides recognised the need to expand regional cooperation, including through the implementation of joint projects in water resource management, combating
desertification, and preserving biodiversity. Murat Kurum expressed interest in developing bilateral initiatives for cleaning up the Black Sea using modern
technologies. Ruslan Edelgeriyev underscored the importance of creating conditions
for the participation of businesses from both countries in climate projects.&lt;/p&gt;&lt;p&gt; Following the talks, the Russian Presidential Aide
and the President of COP 31 UNFCCC agreed to continue their engagement within
the framework of preparations for the conference in Antalya and coordinated
plans for further consultations on key areas of climate cooperation. Russia

economic sectors and other areas of activity.&lt;/p&gt;&lt;p&gt;The event was
attended by chairs (co-chairs) and executive secretaries of expert groups within
the interdepartmental working group on the development of digital economy
ecosystems and digital platforms.&lt;/p&gt;&lt;p&gt;The interdepartmental
working group was established pursuant to the Presidential Order No. 325‑rp of October 14, 2024, and brings together representatives of federal government bodies,
the Bank of Russia, state government authorities of the Russian Federation constituent
entities, and the expert community. Its purpose is to develop unified
mechanisms for advancing digital economy ecosystems and digital platforms as new forms of organising economic relations.&lt;/p&gt;&lt;p&gt;In order to facilitate the integration of platform solutions across economic sectors and other areas of activity, the interdepartmental working group has established:&lt;/p&gt;&lt;p&gt;Thirteen sectoral
expert groups in the following areas: healthcare; education; employment;
finance; trade; transport and logistics; urban environment; construction and real estate; agriculture; energy; industry; tourism; communications, media and entertainment;&lt;/p&gt;&lt;p&gt;Three cross-sectoral
expert groups in the following areas: anti-monopoly regulation; data from state
information systems (registers) and digital platforms; international
cooperation and the promotion of Russian digital economy ecosystems and digital
platforms in foreign markets.&lt;/p&gt;&lt;p&gt;During the meeting,
the participants discussed both the current and the target state of platformisation in economic sectors, as well as matters pertaining to the preparation of comprehensive reports by the expert groups.&lt;/p&gt;&lt;p&gt;The findings from the expert groups’ work will be publicly discussed at Platform Economy Day, which
will take place in November 2026.&lt;/p&gt;&lt;p&gt; The reports prepared by the expert groups will be
taken into account when drafting the national strategy for the development of digital platforms and the integration of platform solutions across economic
sectors and other areas of activity until 2036, as well as in the preparation

considered a draft of updated Foundations of the State Policy of the Russian Federation
in the Naval Activity until 2050. Their development is provided for by a Security
Council decision and constitutes part of the work to update the strategic
planning documents for Russia’s naval activity.&lt;/p&gt;&lt;p&gt;The draft prepared
by the Ministry of Defence identifies the threats and challenges to the Russian
state in the World Ocean, shapes the system of objectives, tasks and areas for maintaining national security in the naval activity.&lt;/p&gt;&lt;p&gt;The main
priority objectives of the state policy in this area include maintaining
strategic and regional stability in the World Ocean, strengthening the Navy as a key instrument of foreign policy, and securing Russia’s international status
as a great maritime power.&lt;/p&gt;&lt;p&gt; The draft document underscores that the achievement
of such objectives will be provided for by means of a balanced development of the Navy up to the level that guarantees protection of the Russian national
interests in all areas of the World Ocean and infliction of critical damage to any potential enemy. To this end, plans are in place to upgrade and build up
the combat strength and capabilities of strategic naval nuclear and non-nuclear

since their last meeting. The sides continued working all that time, focusing
on the reunification of children with their families in Russia, Ukraine and third countries, which the system of children’s rights commissioners has been
doing on instructions from Vladimir Putin.&lt;/p&gt;&lt;p&gt;Maria Lvova-Belova expressed gratitude to the &lt;a href="https://www.icrc.org/en"&gt;ICRC&lt;/a&gt; for helping the placement of children with their relatives and organising transfers,
humanitarian corridors and parents’ accommodation.&lt;/p&gt;&lt;p&gt;Since the beginning of the special military operation, 30 children from
22 families have been returned to their relatives in Russia, and another 141
children from 114 families have been placed with their relatives in Ukraine and third countries, the overwhelming majority of them with direct assistance from
the ICRC.&lt;/p&gt;&lt;p&gt;The Commissioner also said that documents have been prepared for the placement of four children with their relatives in Ukraine. However, their
transportation cannot be arranged now because of regular Ukrainian shelling
attacks and strikes. She also said that families living in Russia are looking
for their children in EU countries and asked the ICRC to help the reunification
of families.&lt;/p&gt;&lt;p&gt;Maria Lvova-Belova highlighted the issue of Ukrainian crimes against
Russian children, in particular, the death and injuries of minors, strikes on civilian infrastructure, as well as the involvement of teenagers in terrorist
and subversive activities. According to the Children’s Rights Commissioner,
these issues call for a regular dialogue, trust and mutual painstaking work.

the Federal Agency for State Property Management (Rosimushchestvo), the Federal

of federal and regional authorities, and others. The discussion focused on the development of public transport.&lt;/p&gt;&lt;p&gt;In his opening
remarks, Alexei Dyumin stressed that the quality of everyday life largely
depends on the efficiency and reliability of public transport. He emphasised
the need for continued efforts to improve transport services both in major cities
and smaller residential communities.&lt;/p&gt;&lt;p&gt;“At present,
federal support measures for public transport in the regions are aimed
exclusively at renewing rolling stock. However, this alone is not enough, as certain
other issues also require attention. These include modernising public transport
infrastructure and improving traffic management, as well as other measures.&lt;/p&gt;&lt;p&gt;Residents in many
cities across the country most frequently complain about long waiting times and transport service delays. One of the main reasons for these problems is the shortage of drivers. Therefore, addressing the personnel shortage in the public
transport sector is a top priority.&lt;/p&gt;&lt;p&gt;Overall, the current transport situation in Russian cities is largely the result of the absence of a comprehensive public transport development strategy. We need to change our approach by providing regions with practical tools that will enable
them to improve the situation so that people can see positive changes,” Alexei
Dyumin emphasised.&lt;/p&gt;&lt;p&gt;The State Council
Secretary also pointed out that a number of Russian regions have already
achieved substantial progress in advancing their public transport systems and noted that their experience should be adopted in other constituent entities.&lt;/p&gt;&lt;p&gt;Andrei Nikitin
reported that extensive efforts to renew the public transport fleet are
underway under the Infrastructure for Life national project as well as through
federal executive body programmes. This year, 47 regions will receive support
from the Ministry of Transport, enabling them to introduce some 2,000 new
buses, trolleybuses, and trams.&lt;/p&gt;&lt;p&gt; Alexei Tsydenov noted that the President has set a target of ensuring that at least 85 percent of public transport fleet is in proper
condition by 2030. At the same time, he stressed that modernisation should go
beyond replacing vehicles: citizens also expect convenient schedules,
affordable fares, regular service, and comfortable travel conditions. Federal
support measures have already been introduced at the President’s instruction. A major task now is to ensure long-term funding mechanisms that will allow regions

intelligence technologies, including the establishment of performance
indicators to assess their application at both federal and regional levels.&lt;/p&gt;&lt;p&gt;In his
opening remarks, Alexei Dyumin stated that the State Council Commission on the Data Economy, jointly with the Minister of Digital Development, Communications
and Mass Media, has completed extensive work with regional authorities. This
work included analysing indicators across all sectors and compiling the most
effective regional AI practices. These practices should be adopted by other
regions, while the national plan being developed for AI implementation must
serve as a practical and genuinely effective instrument for achieving the objectives set by the head of state, Presidential Aide emphasised.&lt;/p&gt;&lt;p&gt;Dmitry
Grigorenko spoke about the advancement of digital technologies in the country.
He noted that by the end of 2025, the national IT sector had demonstrated
strong growth, with revenue increasing by 14 percent, exceeding the global
average. The export of Russian IT solutions has also continued to expand,
growing by an average of 20 percent over the past year, which reflects both the high quality of domestic technological developments and their demand in international markets. Consistent work on adopting artificial intelligence has
begun in key sectors of the economy. To support this process, performance
targets have been established and are being monitored, while work is underway
on the development of a national AI implementation plan.&lt;/p&gt;&lt;p&gt;Andrei
Vorobyov emphasised that efficiency is the primary consideration in the deployment of artificial intelligence technologies, and noted that every
project in the Moscow Region is thoroughly evaluated. According to him, AI

together representatives of government agencies, children’s rights commissioners
from the regions, legal experts, and delegates from charitable and public
organisations.&lt;/p&gt;&lt;p&gt;Opening the meeting,
Maria Lvova‑Belova noted that, for the first time, the human rights institution
was holding its own panel discussion within the framework of the St Petersburg
International Legal Forum. This affords a valuable opportunity to address
urgent matters of family preservation and to share, with a wide audience of legal professionals, practices of judicial and out-of-court protection of children’s rights to live and be raised in a family.&lt;/p&gt;&lt;p&gt;The Children’s
Rights Commissioner underscored the significance of engaging as many committed
professionals as possible – advocates, lawyers, and legal scholars – in this
endeavour, both as experts and as allies in working with families.&lt;/p&gt;&lt;p&gt;Maria Lvova‑Belova
indicated that the human rights institution has reached a mutual understanding
with the Supreme Court and the Prosecutor General’s Office regarding assistance
to families. Furthermore, the Office of the Commissioner closely collaborates
with the judicial community: together, they address issues of judicial
protection of the rights and legitimate interests of minors, the participation of regional children’s
rights commissioners in court proceedings, the timeframes for examining civil
cases on the restriction or termination of parental rights, their restoration,
and the possibility of disregarding parents’ alimony arrears when reviewing
disputes concerning the restoration of parental rights.&lt;/p&gt;&lt;p&gt;Documents drafted
by the interdepartmental working group on assistance to families with children
and the prevention of social orphanhood underpin efforts to safeguard each
child’s right to live and be raised with their family. Thus, as Maria
Lvova‑Belova stated, a model regional plan contains provisions to expand free
legal assistance to families in difficult life situations, as well as to parents seeking to have their parental rights restored. At present, legislative
acts to this effect have already been adopted in 49 regions across the country.&lt;/p&gt;&lt;p&gt;The Commissioner
for Children’s Rights emphasised that the interdepartmental working group has
prepared a draft of an improved technological map of the Ministry of Education,
dedicated to working with parents who have their parental rights restricted or terminated. Particular
emphasis is placed on out-of-court work and support for families following the return of the child to the family. The model plan and the technological map
have already been sent to all regions.&lt;/p&gt;&lt;p&gt;As Maria
Lvova‑Belova reported, in January, an agreement on cooperation was signed with
President of the Federal Chamber of Lawyers Svetlana Volodina: it was agreed to involve lawyers in working with parents seeking to restore their parental
rights. Similar cooperation agreements with regional lawyer associations have
already been concluded by commissioners in all 89 regions.&lt;/p&gt;&lt;p&gt; The Commissioner for Children’s Rights further
noted that the Foundation for the Protection of Children will make a positive
contribution to the advancement of free legal assistance to families in crisis

Lvova‑Belova signed an agreement with Trans-Baikal Territory Governor Alexander

social orphanhood, and the introduction of innovative operational methods. The region has become the first of ten pilot regions where the institution of commissioners for children’s rights will assume oversight of residential
organisations for children.&lt;/p&gt;&lt;p&gt;The Commissioner also visited Regional Specialised Children’s Home No. 1, where she
inspected the early intervention unit and held a meeting with parents of children residing at the facility, as well as Specialised Children’s Home
No. 2. At the Nadezhda Social Rehabilitation Centre for Minors, the Commissioner reviewed the circumstances of families with children facing
difficult life situations and held a personal reception – including for residents of remote areas of the Trans-Baikal Territory.&lt;/p&gt;&lt;p&gt;In addition, Maria Lvova‑Belova inaugurated the Family First: Prevention of Parental Alcohol and Drug Addiction strategic session in Chita. The event
brought together approximately 300 specialists from the Far Eastern Federal
District, Moscow, St Petersburg, Siberia, and the Volga Region.&lt;/p&gt;&lt;p&gt;The Presidential Commissioner for Children’s Rights emphasised that, by leveraging
the resources of the Children’s Protection Fund, she will seek to prevent
minors from entering care institutions, facilitate their return to their
families, identify potential guardians, and transition towards a family-oriented model of work. Two children’s homes and the Nadezhda Social
Rehabilitation Centre are to become innovation platforms within the Trans-Baikal
Territory.&lt;/p&gt;&lt;p&gt;According
to the Commissioner, one of the reasons children end up in care institutions is
parental addiction; it is therefore imperative to ensure that every family
where parents exhibit signs of substance abuse is able to receive specialised
consultations with a narcologist or a trained specialist.&lt;/p&gt;&lt;p&gt;Participants
in the session shared the most effective practices in preventing alcohol and drug addiction among parents. For instance, the Republic of Buryatia operates
mobile narcology teams providing services to residents of remote towns and villages, whilst in the Novosibirsk Region, narcologists are invited to participate
in consultations and meetings of commissions on juvenile affairs, thereby
supporting a parent’s decision to undergo treatment.&lt;/p&gt;&lt;p&gt;Particular
attention was paid to supporting families following treatment – assisting
parents in consolidating positive results and restoring trust between adults
and children.&lt;/p&gt;&lt;p&gt;Following
the event, proposals were developed to enhance the system of assistance for parents with alcohol and drug addiction. The results and conclusions of the strategic session will inform the work of the interdepartmental working group
on providing assistance to families with children and preventing social
orphanhood, specifically in the development of a standardised comprehensive

Office emphasised that the Year of Unity of the Peoples of Russia coincides
with the initiation of the implementation of the new Strategy for the State
National Policy of the Russian Federation through 2036. “The central theme of the Year’s events is unity: unity around the national leader, unity between the front and the rear, unity in preserving Russia’s traditional spiritual and moral

competition awarded grants to 1,426 socially oriented non-profit organisations
from 87 regions. They will receive Presidential grants totalling 4.3 billion
rubles to implement their projects, which achieved the highest scores in an independent assessment. A total of 10,222 public initiatives from 89 regions
applied for support.&lt;/p&gt;&lt;p&gt;This year, Presidential grants were awarded to 2,895 socially significant projects by non-profit organisations, amounting to 9.2 billion rubles in total&lt;/p&gt;&lt;p&gt;In addition, in 2026, more than 4,000
non-profit initiatives will receive regional support through competitions in 82
constituent entities of the Russian Federation. This will be co-financed by the Presidential Grants Foundation, contributing 2 billion rubles.&lt;/p&gt;&lt;p&gt;The application window for the next competition,
for 2027 grants, will open on September 1, 2026, and close on October 15, 2026.
The competition regulations were adopted at the Coordinating Committee meeting.&lt;/p&gt;&lt;p&gt;The Coordinating Committee also decided to continue co-financing the support for socially oriented non-profit
organisations at the regional level in 2027.&lt;/p&gt;&lt;p&gt; The meeting was held at the Diana Gurtskaya Centre
for Social Integration, where members of the Coordinating Committee observed
part of the qualifying round of the White Cane international charity festival

Strategy of the Russian Federation until 2036. In this context, we must emphasise

service to the Fatherland, and family values; and, of course, the unity of the peoples of Russia.” It is important to focus primarily on the peoples who have historically

three years, the State Foundation Defenders of the Fatherland has developed an effective and comprehensive system of social support for veterans of the special military operation and members of their families. According to Chairman
of the Foundation’s Supervisory Board, First Deputy Chief of Staff of the Presidential Executive Office Sergei Kiriyenko, veterans of the special
military operation and their families have noted the effectiveness of the Foundation’s
work.&lt;/p&gt;&lt;p&gt;In the last
three years, the Foundation’s activities have expanded, new support measures
have been introduced, and the assistance system has become more comprehensive
and targeted. Citing sociological data, Mr Kiriyenko noted that trust in the Foundation
now exceeds 90 percent.&lt;/p&gt;&lt;p&gt;Targeted
support for veterans begins with help in accessing medical care. Veterans
undergo regular examinations, which led to over 20,000 new diagnoses in 2025.&lt;/p&gt;&lt;p&gt;From 2025, an additional 480 educational psychologists have been recruited to provide
psychological support to families with children. In acute crisis situations,
specialists from the psychological service of the Russian Ministry of Emergency
Situations are also brought in.&lt;/p&gt;&lt;p&gt;The Foundation
places particular emphasis on supporting seriously wounded veterans. Over the past three years, more than 6,500 veterans with disabilities have been provided
with technical rehabilitation equipment, including prosthetics and sports-adapted wheelchairs, various types of exercise equipment, 550 manually
operated vehicles, and over 1,600 highly functional sports prostheses.&lt;/p&gt;&lt;p&gt;More than 3,200
flats and residential buildings have been adapted to provide comfort to veterans with disabilities of the special military operation. Since 2025, the Foundation
has been providing special military operation veterans with adaptive clothing
kits. A total of 2,700 such kits have been distributed.&lt;/p&gt;&lt;p&gt;The training,
retraining and employment of special military operation veterans are becoming
increasingly important. More than 22,000 veterans have applied for employment
assistance, and over half are now in work. Over 15,000 requests for training
and retraining have been received, with 68 percent of applicants being referred
to training programmes.&lt;/p&gt;&lt;p&gt;Thanks to support from the Defenders of the Fatherland Foundation, more than 17,000
veterans of the special military operation – including more than 4,500 with
disabilities – are now regularly involved in various sports. More than 750
veterans have joined regional adaptive sports teams, and 70 have joined
national adaptive sports teams.&lt;/p&gt;&lt;p&gt;With support
from the Ministry of Digital Development, the Fatherland Defender State
Information System has been launched. It enables automation of individual
support plans, allows real‑time tracking of support measures, and facilitates
feedback.&lt;/p&gt;&lt;p&gt;The Foundation’s
mandate is constantly expanding. Since March last year, the Defenders of the Fatherland Foundation has been supporting family members of missing special
military operation personnel. Work has been organised to ensure that biological
samples are submitted, identification cards completed, and psychological and legal assistance provided.&lt;/p&gt;&lt;p&gt;The President
has supported an initiative to organise the Foundation’s project-based
activities. To that end, the Foundation plans to establish a project committee
within its central office. The committee will focus on systematising the preparation, implementation and support of Foundation projects, as well as participating in the development and delivery of state support programmes for veterans of the special military operation and other groups.&lt;/p&gt;&lt;p&gt;The President
also supported the Foundation’s initiative to extend its support to include
active-duty service personnel with disabilities, as well as those who took part
in repelling aggression in the border regions and became disabled as a result.
The Foundation will provide these defenders with technical rehabilitation
equipment and adapted living quarters. Service personnel will also be involved
in adaptive physical education and sport.&lt;/p&gt;&lt;p&gt;Last year, the Foundation’s
offices began operating in large municipalities in the Moscow Region, in the Donetsk and Lugansk people’s republics. Their activities are organised
according to the same principles and standards as regional branches.&lt;/p&gt;&lt;p&gt;Head of the Donetsk People’s Republic Denis Pushilin noted that the opening of municipal
offices has increased the accessibility of assistance for veterans and their
families. He also shared plans to open a unified regional centre for the socialisation and adaptation of veterans, which will provide comprehensive
psychological and physical rehabilitation for all demobilised personnel.&lt;/p&gt;&lt;p&gt;The Supervisory
Board is the highest collegial body of the Defenders of the Fatherland Foundation.
Its responsibilities include defining and approving the organisation’s priority
areas of activity, approving the budget, and dealing with other organisational
matters. Members of the Supervisory Board include representatives of federal
and regional executive and legislative authorities, religious and charitable

was established by Presidential Executive Order. Its main goal is to provide
