Information System (Poseidon SIS) for countering corruption has been approved and amendments were introduced to regulatory acts on its use against corruption.&lt;/p&gt;&lt;p&gt;The Poseidon SIS ensures the use of information
and communication technologies for downloading and analysing information on incomes,
spending, property and property-related obligations, as well as for inspections
and other measures on countering corruption. The SIS combines into a single network
anticorruption activity participants and allows computerising the majority of their functions.&lt;/p&gt;&lt;p&gt;The Presidential Executive Office has been
assigned the role of the Poseidon SIS coordinator and the Federal Guard Service
(FSO) was designated as its operator. The Ministry of Labour has been
instructed to render methodological and consultative support on using the system.&lt;/p&gt;&lt;p&gt;The Poseidon SIS is designed to exchange
information with other information systems for the purposes of countering
corruption.&lt;/p&gt;&lt;p&gt;Federal and regional government bodies, public authorities
in the Sirius Federal Territory, the Bank of Russia, state corporations
(companies) and other organisations can connect to the Poseidon SIS. &lt;/p&gt;&lt;p&gt;The Government will determine the details of using
the Poseidon SIS by certain government bodies upon agreement with the system
coordinator. &lt;/p&gt;&lt;p&gt; Users will have access to the system’s information free

including at international anti-corruption platforms within the UN, OECD and APEC.&lt;/p&gt;&lt;p&gt;A constructive discussion was held
on optimising the range of declarants, improving measures to prevent and resolve conflicts of interest, and increasing the effectiveness of control over
officials’ expenses.&lt;/p&gt;&lt;p&gt;The parties also discussed
innovations in the national legal regulation of anti-corruption efforts and the practice of implementing key international anti-corruption documents.&lt;/p&gt;&lt;p&gt;Mutual interest was noted in deepening
contacts on most issues on the anti-corruption agenda, including in specialised
training of experts.&lt;/p&gt;&lt;p&gt;The talks were supported by the Russian Foreign Ministry and held in a constructive and friendly atmosphere.&lt;/p&gt;&lt;p&gt; As part of the visit to Russia, the Vietnamese

reported on a system to coordinate anti-corruption activities in Moscow, and presented innovative solutions developed by the Moscow Government to prevent
corruption-related violations.&lt;/p&gt;&lt;p&gt;Presidential Aide and Head of the Presidential State-Legal Directorate Larisa Brychyova presented a number of draft laws designed to improve anti-corruption efforts.&lt;/p&gt;&lt;p&gt;Minister of Education and Science
Olga Vasilyeva updated the Council Presidium on the project to develop an anti-corruption

to prevent misappropriation as well as theft of budgetary funds. Moscow Mayor
Sergei Sobyanin shared the experience of the Moscow government in building an effective system of financial control, actively introducing treasury technology

methodological assistance for the activities of state agencies to prevent

Deputy Minister of the Interior Mikhail Vanichkin and Director of the Federal
Bailiff Service and Chief Bailiff of Russia Dmitry Aristov presented
information on the activities to reimburse the damage caused by corruption
crimes and the practice of collecting fines for such crimes. &lt;/p&gt;  &lt;p&gt;The meeting participants noted the need to strengthen the coordination
of the freezing of finances of individuals suspected of and charged with
corruption crimes. &lt;/p&gt;  &lt;p&gt;Minister of Justice Alexander Konovalov and State Secretary and Deputy
Minister of Education and Science Pavel Zenkovich updated the Presidium on efforts to raise anti-corruption awareness and interaction with civil
institutions in this regard. &lt;/p&gt;  &lt;p&gt;It was proposed that the Ministry of Education and Science and the Ministry of Justice take measures to increase the efficiency of work to organise anti-corruption awareness efforts. &lt;/p&gt;  &lt;p&gt;The meeting participants also discussed a number of proposals on improving anti-corruption laws, including those to toughen the penalty for abuse

with the ban on civil servants’ ownership of foreign financial instruments.&lt;/p&gt; &lt;p&gt;The Presidium of the Council authorised
the Prosecutor General's Office to deal with foreign partners in this area.&lt;/p&gt; &lt;p&gt;Justice Minister Alexander Konovalov
delivered a report on the implementation of the Government's Anti-Corruption
Education Programme for 2014–2016.&lt;/p&gt; &lt;p&gt;The meeting participants discussed ways
to foster an intolerant attitude towards corruption and anti-corruption awareness.
As a result of the discussion, the Presidium of the Council issued targeted
instructions to the Ministry of Justice and the Ministry of Education and Science.&lt;/p&gt; &lt;p&gt;Head of the Presidential
Directorate for Countering Corruption Oleg Plokhoi cited proposals to set
up a Council for Countering Corruption working group under the auspices of the Foreign Ministry to coordinate Russia’s participation in activities of international
anti-corruption organisations. The proposals were supported.&lt;/p&gt;&lt;p&gt; During the meeting, the Council Presidium also

international anti-corruption organisations and set directions for further

Service Yury Chikhanchin presented a report on the service’s anti-corruption measures.
The report notes that the service’s work has been effective and outlines areas

General Alexander Buksman reported on compliance with the legal requirements to check that expenditures of state officials and other persons correspond to their
actual incomes.&lt;/p&gt;&lt;p&gt;According to the report, in the first nine months of 2016, over 6,000 checks of compliance with the spending oversight law were conducted. More than 4,000 violations of the law
were established and over 700 officials were subjected to disciplinary
liability. &lt;/p&gt;&lt;p&gt;At the same time it was noted
that despite this effective means of prosecutorial oversight that is taking
shape, there are still difficulties in enforcing the spending oversight law and certain shortcomings in legal regulation in this sphere. The Council Presidium
issued guidance to consider proposals on submitting to the State Duma bills to improve
enforcement of the Federal Law&lt;i&gt; On Monitoring
Correspondence between Spending and Incomes of State Officials and Other Individuals&lt;/i&gt;.&lt;/p&gt;&lt;p&gt;The Council Presidium also considered
a report by &lt;i&gt;Federal&lt;/i&gt; Penitentiary &lt;i&gt;Service&lt;/i&gt; Director Gennady Korniyenko on the results of anticorruption efforts at penitentiary institutions and agencies.
Based on the discussion of the report, instructions were issued to improve the efforts to counter corruption in the penitentiary system. &lt;/p&gt; </content></entry></feed>
