Presidential Aide Dmitry Mironov chaired a meeting of the Presidential Council for Cossack Affairs.

The meeting’s agenda included a review of the Council’s performance in 2025, as well as efforts to fulfil the Russian Federation’s state policy for Russian Cossacks affairs.

Ataman of the Russian Cossack Society Vitaly Kuznetsov, Deputy Chair of the State Duma Committee for Ethnic Affairs Nikolai Doluda, Dirst Deputy Minister of Education Alexander Bugayev, Director of the Foreign Ministry’s Department for Relations with the Subjects of the Federation, Parliament and Public Associations Igor Kapyrin made presentations during the meeting.

The meeting was also attended by Head of the Republic of North Ossetia – Alania Sergei Menyailo, Chair of the State Duma Committee for Ecology, Natural Resources and Environment Protection Dmitry Kobylkin, Head of the Federal Agency for Youth Affairs Grigory Gurov, Chairman of the Sinodal Committee of the Russian Orthodox Church for Cooperation with Cossacks Metropolitan Kirill of Stavropol and Nevinnomyssk, as well as deputies of the presidential plenipotentiary envoys to federal districts, representatives of federal and regional government agencies, atamans of military Cossack societies and national Cossack associations, clerics of the Russian Orthodox Church, and others.

The meeting resulted in the adoption of corresponding decisions.

Transferable Presidential Banner presented to Hero of the Soviet Union Alexander Tarasenko Starodub Cossack Cadet Corps, Bryansk Region

An official ceremony was held at the State Kremlin Palace to present the Transferable Presidential Banner to the students of the Hero of the Soviet Union Alexander Tarasenko Starodub Cossack Cadet Corps, Bryansk Region, which won the National Review Competition for the title of The Best 2025 Cossack Cadet Corps.

The banner was transferred by Presidential Aide, Chair of the Presidential Council for Cossack Affairs Dmitry Mironov.

The ceremony was attended by Deputy Chief of the Government Staff, Deputy Chairman of the Presidential Council for Cossack Affairs Denis Molchanov, Deputy Chair of the Federation Council and Hero of Russia Yury Vorobyov, Presidential Plenipotentiary Envoy to the Central Federal District Igor Shchegolev, Bryansk Region Governor Alexander Bogomaz, First Deputy Minister of Education Alexander Bugayev, Ataman of the All-Russian Cossack Society Vitaly Kuznetsov, and others.

Meeting of the Council for Cossack Affairs Presidium

Presidential Aide Dmitry Mironov chaired an offsite meeting of the Presidium of the Council for Cossack Affairs in Kaliningrad.

Attending the event were Presidential Plenipotentiary Envoy to the North Caucasus Federal District Yury Chaika, Deputy Head of the Government Executive Office Denis Molchanov, Governor of the Kaliningrad Region Alexei Besprozvannykh, Chairman of the Synodal Committee of the Russian Orthodox Church for Cooperation with Cossacks Metropolitan Kirill of Stavropol and Nevinnomyssk, Ataman of the Russian Cossack Society Vitaly Kuznetsov, as well as deputies of presidential envoys in the federal districts, representatives of federal executive authorities and state authorities of constituent entities within the Northwestern Federal District, atamans of military Cossack societies and Russian public Cossack associations, clergy of the Russian Orthodox Church, and others.

Participants of the offsite meeting discussed issues related to the involvement of Russian Cossacks in the special military operation, the upbringing of the younger generation based on the finest examples of Cossack cultural and historical traditions, and the development of international cooperation with descendants of Cossacks living abroad.

Appropriate decisions were adopted following the meeting.

Central Museum of Russian Cossacks opens in Moscow

The Central Museum of Russian Cossacks, established as part of the State Historical Museum in accordance with the President’s instructions, was officially opened.

Speaking at the opening ceremony, Presidential Aide, Chair of the Council for Cossack Affairs Dmitry Mironov noted, in particular, “Today marks a major and long-awaited event. A long-held dream to open a museum in the heart of the capital, where exhibits showcase the glorious role of Cossacks in Russia’s history, was achieved.” He expressed confidence that the museum would become a new focal point for Russian Cossacks and serve to unite them.

Second Greater Circle of the Russian Cossack Society

A meeting of the Second Greater Circle of the Russian Cossack Society was held at the Supreme Church Council Hall of the Cathedral of Christ the Savior in Moscow.

Elected Cossacks, representing over 2,200 Cossack communities operating across the territory of 77 constituent entities of the Russian Federation, convened to define the priorities for the development of the Russian Cossack Society.

Presidential Aide and Chairman of the Presidential Council for Cossack Affairs Dmitry Mironov conveyed Vladimir Putin’s greetings to the participants. The message emphasised, in part: “The history of Russian Cossacks is replete with glorious and heroic chapters. Over many centuries, Cossacks valiantly fought for the freedom and independence of the Fatherland, defended its borders, pioneered new territories, and instilled unwavering patriotic, spiritual, and moral values in the younger generation. Today, honouring the legacy of their fathers, grandfathers, and great-grandfathers, members of the Russian Cossack Society are demonstrating unparalleled courage and fortitude during the special military operation. The whole of Russia takes pride in their deeds of valour.”

A report was delivered by Ataman of the Russian Cossack Society Vitaly Kuznetsov.

Honoured guests at the event included Deputy Head of the Government Executive Office and Deputy Chairman of the Presidential Council for Cossack Affairs Denis Molchanov, as well as members of the Council: Head of the Republic of North Ossetia – Alania Sergei Menyailo, First Deputy Minister of the Interior Alexander Gorovoy, First Deputy Chairman of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots Viktor Vodolatsky, Metropolitan Kirill of Stavropol and Nevinnomyssk, Chairman of the Synodal Committee of the Russian Orthodox Church for Cooperation with the Cossacks, and others.

Presidential Aide Dmitry Mironov held a meeting of the Presidential Council for Cossack Affairs.

Taking part in the meeting, via videoconference, were Presidential Plenipotentiary Envoy to the North Caucasus Federal District, Deputy Chairman of the Council Yury Chaika, Chairman of the Russian Orthodox Church Synodal Department for Relations with the Cossacks Metropolitan Kirill of Stavropol and Nevinnomyssk, as well as deputies of presidential plenipotentiary envoys to federal districts, representatives of federal and regional government bodies, atamans of Cossack societies and national Cossack associations, and Russian Orthodox Church clerics.

Ataman of the All-Russian Cossack Society Vitaly Kuznetsov presented a report summing up the results of implementing in 2024 the Russian Federation State Policy Strategy Regarding Russian Cossacks for 2021–2030. Ataman of the Union of Cossack Warriors from Russia and Abroad Nikolai Dyakonov reported on certain results of efforts by Cossack volunteers in the special military operation zone.

The Council members discussed draft State Policy of the Russian Federation for educating and training cadets, as presented by Minister of Education Sergei Kravtsov.

Deputy Minister of Science and Higher Education Konstantin Mogilevsky presented study guidelines and materials for teaching the history of the Russian Cossacks at higher education institutions.

Deputy Chair of the State Duma Committee on Nationalities Nikolai Doluda reported on the results of a national opinion survey regarding the population’s attitude toward Cossacks.

Deputy Minister of Culture Andrei Malyshev provided an update on efforts to create an exhibition for the Central Museum of the Russian Cossacks.

Corresponding decisions were made following the meeting.

Transferable Presidential banner presented to the Novorossiysk Cossack Cadet Corps of the Krasnodar Territory

The 15th ceremony to present the transferable Presidential banner to the Novorossiysk Cossack Cadet Corps of the Krasnodar Territory, which won the 2024 contest for the best cadet corps, was held in the Grand Kremlin Palace.

The Novorossiysk Cossack Cadet Corps of the Krasnodar Territory is the only five-time winner of the contest held by the Education Ministry under the aegis of the Presidential Council for Cossack Affairs.

Vladimir Putin sent a message of greetings to the participants and guests of the 15th ceremony.

The banner was presented by Deputy Chief of Staff of the Presidential Executive Office Vladimir Ostrovenko.

2nd Big Assembly of Russian Cossacks

The 2^nd Big Assembly of Russian Cossacks took place in the congress hall at the Cathedral of Christ the Savior in Moscow.

Presidential Aide and Chairman of the Presidential Council for Cossack Affairs Dmitry Mironov noted in his speech that the event was attended by Cossacks from various regions of the country who are united by a strong patriotic attitude and their faith in their own strength and in the ability to win. Mironov also stressed that the Cossacks are true to President Vladimir Putin’s policies for a more prosperous Russia.

Head of the Federal Agency for Ethnic Affairs Igor Barinov, First Deputy Minister of the Interior Alexander Gorovoi, Head of the Republic of North Ossetia-Alania Sergei Menyailo, and members of the Presidential Council for Cossack Affairs were honorary guests at the event.

The assembly brought together over 1,200 people, including atamans and Cossacks from military Cossack societies and national Cossack associations. Universities were represented by students from the Association of Cossack Universities, and students at the Cossack Cadet Corps and secondary education institutions.

Following the Big Assembly, a resolution was adopted in which the participants expressed support for the President’s policies, and they decided to establish the Council of Atamans of Russia as a coordinating body to unite Russian Cossacks, and also identified priority areas of activity to unite Russian Cossacks.

Presidential Aide, Chairman of the Presidential Council for Cossack Affairs Dmitry Mironov held a meeting on supporting the development of educational organisations that implement programmes on cultural and historical traditions and values of Russian Cossacks.

In his opening remarks, Dmitry Mironov noted the importance of supporting public initiatives to develop Cossack cadet schools and improving interaction between the All-Russian Cossack Society and educational organisations engaged in the patriotic upbringing of the youth. He also emphasised the high importance of working in education to implement the tasks outlined in the Russian Federation State Policy Strategy Regarding Russian Cossacks for 2021–2030.

Presidential Aide Dmitry Mironov, Chair of the Council for Cossack Affairs, chaired a visiting meeting of the Council in Astrakhan.

Opening the meeting, the Council’s Chairman noted that during 2023, the Astrakhan Region had held leading positions in terms of implementing state policy with regard to Russian Cossacks.

Head of the Federal Agency for Ethnic Affairs Igor Barinov briefed the meeting on the preliminary results of the first three-year stage in the implementation of the Russian Federation’s State Policy Strategy Regarding Russian Cossacks for 2021–2030 and submitted an action plan for implementing the Strategy in 2024–2026, approved by the Government. Ataman of the All-Russian Cossack Society Vitaly Kuznetsov informed those present about the involvement of Cossacks in the special military operation and plans for developing Cossack societies in the next three years.

The meeting participants heard other topical reports and approved corresponding decisions following the meeting.

After the meeting, Dmitry Mironov presented state decorations to Cossacks serving with volunteer units and directly involved in combat operations linked with objectives of the special military operation, as well as to certain Council members.

During his trip to Astrakhan, Dmitry Mironov also visited the Ataman Ivan Biryukov Cossack Cadet Corps, which won the 2023 competition for the best Cossack Cadet Corps. He presented the school with books and teaching aids.

A ceremony was hosted in the State Kremlin Palace to present the transferable Presidential banner to the students of the Ataman Ivan Biryukov Cossack Cadet Corps (Astrakhan Region), which won the 2023 contest for the best cadet corps.

Following the ceremony for presenting the highest state decorations of the Russian Federation, Aide to the President and Chairman of the Council for Cossack Affairs Dmitry Mironov met with Cossacks participating in the special military operation: Oleg Likontsev, Hero of the Russian Federation and Commander of the Siberia Volunteer Cossack Expeditionary Battalion, and deputy commanders of the Siberia Volunteer Cossack Expeditionary Battalion Alexei Kaigorodov and Sergei Merzelikin who were awarded the Orders of Courage.

Dmitry Mironov congratulated the Cossacks on the decorations presented, thanked them for their feat of arms and wished them success in defending the Fatherland. The Cossacks stressed that they feel the support of caring citizens and the entire Russian Cossack community, and expressed their readiness to continue to fight for Russia.

Presidential Aide Dmitry Mironov chaired a meeting of the Presidium of the Council for Cossack Affairs to discuss support measures for Cossacks serving in the special military operation and the implementation of the state policy on Russian Cossacks in the Donetsk and Lugansk people’s republics and the Zaporozhye and Kherson regions.

Among the meeting participants were members of the council’s presidium and deputies of presidential plenipotentiary envoys to the federal districts, representatives of federal and regional executive bodies, atamans of Cossack military communities and national Cossack associations, and priests of the Russian Orthodox Church.

The meeting began with an awards ceremony. Atamans of Cossack military communities, Cossacks, benefactors and volunteers received state decorations of the Russian Federation, certificates of merit and letters of commendation from the council.

In his opening remarks, Dmitry Mironov noted that Russian Cossacks had proved their loyalty to the Russian nation: volunteer Cossack units are consistently signing contracts with the Defence Ministry to serve in the special military operation. The Presidential Aide added that creating a legal and organisational framework for the Russian Cossack forces as the core of the personnel reserves available for mobilisation is one of the current tasks. Another task is assisting the development of volunteer Cossack units within the Russian Armed Forces.

Timofei Chaikin, Executive Secretary of the Synodal Committee on Cossack Relations of the Russian Orthodox Church, read out greetings from Metropolitan Kirill of Stavropol and Nevinnomyssk, Chair of the Synodal Committee and Chair of the Synodal Department on Cooperation with Armed Forces and Law Enforcement Agencies.

Ataman of the All-Russian Cossack Society and State Duma Deputy Nikolai Doluda reported on the All-Russian Cossack Society’s support measures for the Cossacks serving in the special military operation and their families. The report was co-presented by Nikolai Dyakonov, Chair (Supreme Ataman) of the Union of Cossack Fighters in Russia and Abroad.

Deputy Head of the Federal Agency for Ethnic Affairs Stanislav Bedkin informed the participants about work to support initiatives on creating local Cossack communities by the residents of the new Russian constituent entities. Viktor Vodolatsky, First Deputy Chair of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots, expanded on Mr Bedkin’s report.

Relevant decisions were adopted following the meeting.

Presidential Aide Dmitry Mironov chaired an onsite meeting of the Council for Cossack Affairs.

In his opening remarks, Dmitry Mironov noted that in the context of the special military operation, humanitarian and military missions became a priority for the Russian Cossacks.

The Chairman of the Council pointed out that, taking into account the socio-political changes now underway in Russia, the State policy strategy on Russia's Cossacks for 2021–2030 needed to be adjusted, and laws relating to Cossacks required an update. He also emphasised the need to enhance the work to consolidate the Russian Cossacks by combining efforts to support the Cossacks participating in the special military operation, as well as to promote the military-patriotic education of the younger generation.

Deputy Prime Minister Dmitry Chernyshenko and Presidential Plenipotentiary Envoy to the North Caucasus Federal District Yury Chaika delivered welcoming remarks to the event’s participants.

Head of the Federal Agency for Ethnic Affairs Igor Barinov and Ataman of the All-Russian Cossack Society Nikolai Doluda put forward proposals to amend the Strategy.

First Deputy Chair of the State Duma Committee on Culture Denis Maidanov spoke about the Cossack youth centres’ activities to promote military-patriotic education.

State Secretary – Deputy Minister of Culture Alla Manilova reported on the activities of the standing commission to promote the development of Cossack culture in 2022.

Other reports at the meeting focused on the work of the Yenisei, Irkutsk and Siberian Cossack military societies, as well as on the organisation of the activities of Cossack cadet corps in the Trans-Baikal, Krasnoyarsk, Stavropol and Khabarovsk territories, Irkutsk, Omsk and Orenburg regions.

Cadets from LPR’s General Platov Alchevsk Cossack Cadet Corps received New Year presents from the Presidential Council for Cossack Affairs

Council representatives, Cossacks from the National Cossack Society, Union of Russian and Foreign Cossack Warriors, and fighters from the Don Cossack brigade met with the cadets ahead of New Year’s Eve. They handed out schoolbags filled with supplies, as well as sweets, on behalf of Presidential Aide and Council Chairman Dmitry Mironov. In addition to this, the Alchevsk Cossack Cadet Corps received new equipment, including a computer room, audio equipment and a certificate for acquiring a wrestling mat for the school gym.

The Federal Service of the National Guard Troops of the Russian Federation helped deliver these presents to the Lugansk People’s Republic.

The Alchevsk Cossack Cadet Corps was established in September 2018. It is named after Russian military commander, Cossack Ataman, hero of the Patriotic War of 1812 General Matvei Platov. Students enrolled in the Cossack Cadet Corps include children whose parents sacrificed their lives to bring peace to Donbass. In 2022, the Alchevsk Cossack Cadet Corps took part in the Best Cossack Cadet Corps competition for the first time.

Supporting Cossack cadet corps is a major priority for the Council for Cossack Affairs.

Presidential Aide Dmitry Mironov chaired an onsite meeting of the Council for Cossack Affairs in Pyatigorsk.

In his opening remarks, Dmitry Mironov noted that Cossacks were actively involved in the special military operation: they are fighting bravely, and sending humanitarian cargo. According to the Presidential Aide, special attention should be paid to targeted social work with the relatives of deceased Cossacks. He emphasised the atamans’ personal responsibility for each Cossack participating in the special military operation.

Deputy Prime Minister Dmitry Chernyshenko, Chairman of the Investigative Committee Alexander Bastrykin, Presidential Plenipotentiary Envoy to the North Caucasus Federal District Yury Chaika, and Metropolitan Kirill of Stavropol and Nevinnomyssk, Chair of the Synodal Committee of the Russian Orthodox Church for Cooperation with the Cossacks, delivered welcoming remarks to the participants of the event.

Nikolai Doluda, Ataman of the All-Russian Cossack Society and State Duma deputy, presented his report on Russian Cossacks’ participation in the special military operation. Ataman of the Union of Cossack Warriors of Russia and Abroad Nikolai Dyakonov elaborated on the report.

Viktor Vodolatsky, First Deputy Chair of the State Duma Committee for the Commonwealth of Independent States, Eurasian Integration and Relations with Compatriots, presented proposals for working with Cossack organisations in the new Russian regions.

A representative of the Border Guard Service of the Federal Security Service updated the participants on efforts to involve Cossacks in protecting the state border.

Deputy Director of the Federal National Guard Service – Commander-in-Chief of the National Guard Sergei Lebedev reported on the work of the Russian Guard with the Russian Cossacks.

State Secretary – Deputy Minister of Culture Alla Manilova reported on the implementation of the President’s instruction to create the Central Museum of Russian Cossacks.

A ceremony for presenting the transferable Presidential banner to the Sotnik Mikhail Chaika Brinkovsky Cossack Cadet Corps of the Krasnodar Territory, which won the 2022 Best Cossack Cadet Corps contest, took place in the State Kremlin Palace.

Deputy Chief of Staff of the Presidential Executive Office Vladimir Ostrovenko presented the transferable banner to the Brinkovsky Cossack Cadet Corps. Addressing the cadets, he noted that the knowledge and skills obtained during their studies at the cadet corps will help them make a good start to a big life.

Welcoming addresses were delivered by Presidential Plenipotentiary Envoy to the North Caucasus Federal District Yury Chaika, Head of the Federal Agency for Ethnic Affairs Igor Barinov, First Deputy Minister of Education Alexander Bugayev, Krasnodar Territory Governor Veniamin Kondratyev, Ataman of the All-Russian Cossack Society, State Duma deputy, Cossack General Nikolai Doluda, and Chairman of the Synodal Department for Religious Education and Catechesis of the Russian Orthodox Church, Metropolitan Evgeny of Yekaterinburg and Verkhoturye.

The Best Cossack Cadet Corps contest has been held every year since 2010 in accordance with the Presidential Executive Order.

Meeting of Council for Cossack Affairs Presidium

Presidential Aide Dmitry Mironov chaired an extended meeting of the Presidium of the Council for Cossack Affairs via videoconference.

In his remarks, the presidential aide stressed that time dictates the need for representatives of the Cossack society to play a greater role in meeting security objectives, and instilling patriotic values and love for their Motherland in the younger generation.

Head of the Federal Agency for Ethnic Affairs Igor Barinov and Ataman of the All-Russian Cossack Society Nikolai Doluda reviewed the results of the 2021 action plan implemented as part of the State Policy Strategy on Russian Cossacks for 2021–2030.

Those present discussed ways to improve the state policy on Russian Cossacks, who have been actively involved in the systematic work to provide humanitarian assistance to residents of certain regions of the DPR, LPR and Ukraine affected by the actions of the Armed Forces of Ukraine.

Deputy Minister of Education Denis Gribov named the winners of the 2022 Best Cossack Cadet Corps annual review contest and spoke about the measures to develop Cossack cadet education in the Trans-Baikal, Krasnoyarsk, Stavropol and Khabarovsk territories, Irkutsk, Omsk and Orenburg regions.

The participants discussed preparations for the 3^rd Nationwide Conference of Cossack Youth and reviewed the activities of the Association of Cossack Universities (an association of institutions of higher learning that deliver educational programmes based on Russian Cossacks’ historical and traditional values); the implementation of the Council for Cossack Affairs’ media plan for 2022; and the progress made in establishing the Central Museum of Russian Cossacks.

Letters of commendation and gratitude were awarded to the volunteers and teams that provided significant support for the Council’s work. The Council's Award will also be presented to Dmitry Rogozin, Director General of the Roscosmos State Corporation for assistance to Cossack organisations.

Following the discussion, the Council adopted relevant decisions.

Best Cossack Cadet Corps 2022 announced

The Sotnik Mikhail Chaika Brinkovsky Cossack Cadet Corps of the Krasnodar Territory won the Best Cossack Cadet Corps contest in 2022. Second and third places were taken by the Belokalitvinsky Matvei Platov Cossack Cadet Corps of the Rostov Region and the Gorozhansky Cossack Cadet Corps of the Voronezh Region, respectively.

Twenty-three education institutions from different regions of the country competed for the title of best Cossack cadet corps. The students demonstrated their knowledge and skills including a written test on the history of the Great Patriotic War, the basics of military duty and military service.

Representatives of the Presidential Council for Cossack Affairs, the Office of the Presidential Plenipotentiary Envoy to the Southern Federal District, the Ministry of Education, the Government of the Astrakhan Region, Russian Cossack Society, and the Russian Orthodox Church took part in the awards ceremony at the Astrakhan Kremlin. For the first time, cadets from the General Matvei Platov Alchevsky Cossack Cadet Corps in the Lugansk People's Republic attended the event.

Presidential Aide and Chairman of the Council for Cossack Affairs Dmitry Mironov sent congratulations to the winners, in which he stressed that supporting high-quality Cossack cadet education is one of the priorities of the council’s activities. Today, Cossack cadet corps enjoy well-deserved prestige due to the high quality of training and student education in accordance with the centuries-old traditions of Russian Cossack service to our Motherland – Russia, the message says.

Presidential Aide Dmitry Mironov chaired a meeting of the Council for Cossack Affairs to sum up the results of 2021 and outline plans for 2022.

Opening the meeting, Aide to the President and Chairman of the Council for Cossack Affairs Dmitry Mironov said that he was confident that the professionalism of the Council members would be helpful in developing new approaches to involving the Cossack society in public service, promoting cadet education, preserving the Cossack culture and traditions, and strengthening Russia’s influence on new generations of Cossacks living abroad.

Presidential Plenipotentiary Envoy to the North Caucasus Federal District and Deputy Chairman of the Council Yury Chaika reported on the prospects of implementing state policy on Russian Cossacks in the North Caucasus.

Head of the Federal Agency for Ethnic Affairs Igor Barinov reported on the results of the State Policy Strategy Regarding Russian Cossacks.

Ataman of the All-Russian Cossack Society Nikolai Doluda presented initiatives on improving Russian legislation pertaining to the state policy on Russian Cossacks.

Other speakers at the meeting included Minister of Natural Resources and Environment Alexander Kozlov, First Deputy Minister of the Interior Alexander Gorovoi, Deputy Minister of Education Denis Gribov and executive secretary of the Russian Orthodox Church’s Synodal Committee for Cossack Relations priest Timofei (Chaikin.

First Deputy Chairman of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots Viktor Vodolatsky reported on Russian Cossacks’ international cooperation and international contacts with Russian Cossacks living abroad.

Chairman of the Russian Investigative Committee Alexander Bastrykin called for stronger promotion of traditional values among youth.

Other meeting participants included Minister of Science and Higher Education Valery Falkov, Minister of Justice Konstantin Chuychenko, Head of the Federal Agency for Youth Affairs (Rosmolodezh) Ksenia Razuvayeva, deputy presidential plenipotentiary envoys to federal districts, representatives of federal and regional executive bodies, atamans of military Cossack societies and clergy of the Russian Orthodox Church.

Corresponding decisions were made following the meeting.
