The Government of the Russian Federation has been instructed to ensure the adoption of regulations related to organising and subsidising air passenger transportation to the Crimean Federal District, and maintaining the transport infrastructure operation during the 2014 summer tourist season in the Crimean Federal District.

Instructions to the Government also concern the development of airport facilities in Simferopol and Sevastopol (Belbek airport) to provide for stable air passenger traffic with the Crimean Federal District, long-term development of road network within the Crimean Federal District and the construction of a transportation passage across the Kerch Strait, which is to be completed in 2018.

The Transport Ministry jointly with other executive federal agencies concerned have been instructed to draft proposals regarding the efficient operation and development of ports in the Crimean Federal District with due account of the current plans to develop the Black and Azov Sea port facilities.

Besides, the Agriculture Ministry together with Economic Development Ministry, Ministry of Crimean Affairs and Finance Ministry have been instructed to ensure that measures to develop agricultural areas of the Republic of Crimea suffering from regular shortage of water are included in the 2014 ‘road map’ to support the economy and social sphere of the Republic of Crimea and the City of Federal Importance Sevastopol, envisaging the necessary funding.
