The Security Council examined draft principles of military-technical policy until 2015.
The President told the meeting that the strategic objective of defence policy was to equip the armed forces with the latest in weapons and equipment.
He stressed that defence spending should not weigh heavily on people and stand in the way of economic growth and the solution of urgent social problems.
The Mr Putin then gave attention to the situation in Chechnya. He urged the heads of law enforcement and security agencies present at the meeting to help the prosecutors working in the Chechen Republic. He stressed the need for observing the law and departmental instructions and orders, including the mandatory presence of prosecuting personnel during special operations.
