The Government of the Russian Federation is instructed to provide for amending laws on taxes and duties with the view to exempting from personal income tax non-recurrent disbursements paid to medical workers arriving to work in rural settlements, urban communities and small with a population of less than 50,000, as well as to teachers as part of the programme Country Teacher that is being developed by the Government.
Instructions issued to the Government also relate to coal shipments along the Northern Sea Route by ships sailing under the Russian flag and built at Russian shipyards, as well as state support for investment in Russia’s Arctic zone, in particular providing an impetus to geological exploration and infrastructure construction financed by private investments.
In addition to this, the Government is instructed to present a draft strategy for the development of Russia’s Arctic zone until 2035 taking into consideration that implementation of the Foundations of the State Policy of the Russian Federation in the Arctic to 2020 and Beyond, as well as the Strategy for Developing Russia’s Arctic Zone and Ensuring National Security until 2020 is about to be completed.
Instructions issued to the Government, together with top government officials of Russian regions within the Russia’s Arctic zone, relate to the social development of these territories.
The Government is also instructed to provide for additional budget allocations in the Federal Law On the Federal Budget for 2020 and the 2021 and 2022 Planning Period for building Utrenny liquefied natural gas and condensate terminal at Sabetta seaport and the renovation of the shipway in Kara Sea’s Gulf of Ob.
Instructions issued to the Government, together with the State Atomic Energy Corporation ROSATOM, relate to carrying out dredging operations for Utrenny liquefied natural gas and condensate terminal at Sabetta seaport and signing long-term contracts with shipping companies regarding shipping volumes and costs along the Northern Sea Route.
