The instructions to the Government of the Russian Federation concern the introduction of amendments to legislation, which provide for completing the construction of problem projects based on shared-equity funding principle, and resolving the issues related to such construction, including funding and monitoring progress.
The instructions also concern, in part, the improvement of legal regulation of relations related to urban development and construction; and the provision of services on connecting capital facilities to utility systems including electricity, gas, heat, water and waste water disposal.
The Government has been instructed to allocate funds, starting in 2020 for the restoration and development of historically established urban areas.
In addition, the Government has been instructed to establish an institute for standard and experimental design under one of the Ministry of Construction’s agencies. In part, the institute is to introduce information modelling and co-funding from the state budget of the construction of the communal, social, transport and engineering facilities required to increase the amount of housing put into use.
Separate instructions to the Construction Ministry with the participation of the Bank of Russia and the DOM.RF joint stock company concern cooperation between the authorised banks and real estate developers during the transition to the project funding of shared-equity projects using escrow accounts.
Top executives in the Russian regions are advised to ensure the coordination of measures under the Housing and Urban Environment national project and measures under the Education, Healthcare, and Safe and Quality Motor Roads national projects, to name a few, as well as measures under the Smart City project with a view to reaching the best socioeconomic results for a given territory.
The Presidential Executive Office has been instructed to submit to the Government for analysis the proposals on improving housing conditions and creating a favourable urban environment, which were drafted by top executives in the Russian regions.
