The Ministry of Communications and Mass Media, jointly with the public joint-stock companies Sberbank and Gazprom Neft, and the Russian Direct Investment Fund have been instructed to organise a review by the expert community of the draft national strategy for the development of artificial intelligence.
The Russian Government has been instructed to submit a draft national strategy for the development of artificial intelligence, coordinated with the related agencies, and the Government is to draft the instructions for the Presidential executive order approving the strategy.
The Government has also been instructed to conclude agreements of intent between the Russian Federation and interested state corporations and companies co-owned by the state, including Sberbank, Rosatom, Rostec, Rostelecom and Russian Railways, to develop individual high-tech industries.
Furthermore, the Government has been instructed to approve a federal project as part of the national programme the Digital Economy of the Russian Federation, aimed at implementing the national strategy for the development of artificial intelligence, including a three-year action plan.
The Russian Government, along with the Moscow city government and Sberbank, have been instructed to consider the creation of a zone in Moscow under experimental legal status with the necessary conditions for the development and implementation of artificial intelligence technology.
