The Government, in coordination with the Agency for Strategic Initiatives (ASI) the VEB.RF state development corporation, was instructed to develop a comprehensive mechanism for implementing important social initiatives put forward by citizens and projects developed based on such initiatives.
Instructions to the Government, together with the Agency for Strategic Initiatives concern, in particular, the implementation of a project called The Accelerator of Projects by Young People with Disabilities, the establishment of a national patriotic movement Search Movement Members for Schools, the development of Constructorium internet platform (to support projects by young entrepreneurs), including as part of implementing a national project, Small and Medium-Sized Entrepreneurship and Support of Private Entrepreneurial Initiative.
The Government, together with the Agency for Strategic Initiatives and regional executive bodies, was instructed to develop mechanisms for transforming industrial territories and real estate assets, which are not part of the economic activity, into creative clusters.
Other instructions to the Government concern building the Russian Environmental Operator complex municipal solid waste management system, developing a package of measures to reduce the adverse impact of production and consumption waste on specially protected nature areas of federal importance, as well as introducing legislative amendments aimed at developing ecotourism and building the necessary infrastructure within the boundaries of specially protected nature areas.
Instructions to the Presidential Executive Office and the Agency for Strategic Initiatives concern the Digital Solution for the Braille Alphabet Recognition project and its financial support by providing presidential grants to the project developers.
A number of instructions to the Government concern various issues related to the operation of unmanned (autonomous) vessels – specifically, an experiment in operating unmanned (autonomous) vessels sailing under the Russian flag, scheduled for the period between 2021 and 2025, and the development of infrastructure for maritime mobile satellite communications for unmanned navigation.
The Ministry of Transport, the Ministry of Industry and Trade and the Foreign Ministry, along with the MARINET Industry Expertise Centre, a non-profit organisation that supports the development of high technology in the maritime industry, were instructed to promote unmanned (autonomous) navigation technology in the International Maritime Organisation, other international organisation and during bilateral talks with foreign countries, as well as to adopt legal regulation standards aimed at implementing such projects.
The VEB.RF state development corporation was instructed to present proposals on assisting with promotion of products developed as part of the BES-KF unmanned (autonomous) navigation project.
