The instructions to the Government of the Russian Federation relate to continuous environmental monitoring of the condition and pollution of atmospheric air and water during transhipment of dust-laden and loose cargo, including coal, in cargo ports, and taking the necessary measures, based on the results of such monitoring, as well as creating a state system for monitoring the permafrost while ensuring the allocation of federal funds for the system’s development and operation.
The Government has been instructed to submit proposals on conducting an experiment on special regulation of emissions and absorption of greenhouse gases beyond the Sakhalin Region and to other constituent entities of the Russian Federation.
The instructions to the Government concern the creation of hydrogen and ammonia production centres that would use the energy generated by tidal power plants, including the Penzhinskaya, Tugurskaya and Mezenskaya facilities, and engaging foreign partners in this effort, as well as organising an international Arctic expedition based at the North Pole drifting station.
Other instructions to the Government have to do with increasing the federal funding for measures envisaged by the state programme for the Socioeconomic Development of the Far Eastern Federal District. Several instructions to the Government also concern education.
The Government and the Rosatom State Atomic Energy Corporation are to consider organising regular freight transit services, including container transportation, along the Northern Sea Route from 2022 onwards, while ensuring the development of port infrastructure, navigation safety and economic efficiency, as well as working to ensure all-year-round transportation.
The instructions to the Government, together with executive authorities of the Russian regions that are part of the Far Eastern Federal District, concern measures to improve living standards, increase the availability of public services and create opportunities for the residents’ self-fulfilment.
The Government of the Russian Federation, together with the Government of the Primorye Territory, the Government of the Amur Region and Gazprom, have been instructed to assist investors in the implementation of projects to build methanol plants in Nakhodka, Primorye Territory, and Skovorodino, Amur Region.
The Government of the Russian Federation, together with the Government of the Sakhalin Region, have been instructed to ensure the amendment of legislation to provide for preferential conditions for new companies created on the Kuril Islands, including exemption from corporate income tax, land and transport taxes, and corporate property tax, as well as lower insurance premiums, and entitlement to the free customs zone regime.
The Government of the Russian Federation, together with the Government of the Khabarovsk Territory and the Agency for the Development of Professional Communities and Skilled Workers (WorldSkills Russia), have been instructed to ensure the preparation and holding of the National Championship Young Professionals (WorldSkills Russia) in Khabarovsk in 2023.
