The Government of the Russian Federation has been instructed to ensure that the Government Commission on Monitoring Foreign Investment meets to consider projects to establish timber processing facilities in the Far Eastern Federal District for the export of processed timber products, among other things.
The instructions to the Government concern, in particular, the relocation of residents of dilapidated buildings in Sakhalin Region; implementation of a series of reclamation measures in the Far Eastern Federal District; development of production and logistics infrastructures for processing low-grade wood in the Far Eastern Federal District; VAT cuts for the tourism industry; and implementation of investment projects to build hotels in the Far Eastern Federal District.
Other instructions to the Government have to do with geological exploration and prospecting, including the procedure for considering applications for exploration and production licences for subsoil areas and creating a unified system of the federal geological information fund and its regional funds.
The Government has been also instructed to consider the construction of methanol-powered seagoing vessels at Russian shipyards; building a railway line linking the Elga coal deposit with the Sea of Okhotsk coast; renovating the P-504 Kolyma motorway and building the Eastern Transport Chord connecting Vladivostok with the Vostochny Seaport; and expediting the Northern Latitudinal Railway project.
The Government, together with other interested agencies, has been instructed to compile a list of major investment projects in oil and gas processing that are important for the development of the Russian regions that are part of the Far Eastern Federal District, and to approve roadmaps with the allocation of resources and infrastructure for such projects.
Separate instructions have been issued to the Government jointly with the Bank of Russia, Gazprom, DOM.RF and the executive authorities in the regions that are part of the Far Eastern Federal District.
