The instructions given to the Government of the Russian Federation, in particular, relate to increasing the amount of federal budget subsidies to the Talent and Success Foundation for the implementation of additional professional development programmes for the teaching staff; to the participation of the Sirius University of Science and Technology in the development of the Russian scientific and technological platform for rapid response to infectious diseases; and to building up-to-date housing on the Sirius federal territory and overhauling the Sirius Park of Science and Art.
The Talent and Success Foundation, together with the Ministry of Science and Higher Education and the Sirius University of Science and Technology, have been instructed to facilitate the establishment of an international research centre for the environment and climate change as a structural unit of the university.
The Ministry of Sport, the Talent and Success Foundation and the administration of the Sirius federal territory have been instructed to ensure the holding of national and international youth hockey tournaments.
The Talent and Success Foundation, the Ministry of Education and the Ministry of Science and Higher Education have been instructed to submit proposals for holding open Olympiads and contests for schoolchildren and students starting from the 2022/23 academic year that would include students from the Shanghai Cooperation Organisation and BRICS member states, as well as to ensure the preparation for these Olympiads and contests.
Other instructions to the Talent and Success Foundation to be fulfilled with the Ministry of Education and regional government authorities include working out measures to create a network of leading general education institutions in the regions that are creating innovative scientific and technological centres and research and production clusters, including the Amur, Murmansk, Novgorod, and Yaroslavl regions, the Yamalo-Nenets Autonomous Area, as well as the key ports on the Northern Sea Route.
The instructions to the Talent and Success Foundation to be fulfilled with the Ministry of Sport, the Ministry of Science and Higher Education and the administration of the Sirius federal territory have to do with the creation of the National Youth Student Sports League and the holding of the leagues’ finals on Sirius territory.
The Government of Moscow together with the Ministry of Sport and the Figure Skating Federation of Russia have been instructed to submit proposals on holding international and national physical fitness and sports events at Moscow’s ice arenas.
