Instructions following the trip to the Republic of Sakha (Yakutia)

The President approved a list of instructions following his trip to the Republic of Sakha (Yakutia) on June 18, 2024.

The Government of the Russian Federation has been instructed to ensure the annual allocation of federal funds, in 2024–2026, towards completing the construction of a new building for the Higher School of Music of the Republic of Sakha (Yakutia) and the purchase of musical instruments.

The Government of the Russian Federation has also been instructed to approve a separate procedure for estimating the cost of building social infrastructure in the Far Eastern regions and the Arctic zone of the Russian Federation to be developed as part of national projects.

The instructions to the Government of the Russian Federation also relate to paying compensations to teachers under the Country Teacher programme; enhancing efforts to attract personnel to medical centres in the Far Eastern Federal District under the Country Doctor and Country Paramedic programmes; and implementing a special scholarship programme from the Ministry for the Development of the Russian Far East and Arctic to support outstanding students who have completed their secondary general education or secondary vocational education programmes and enrolled in higher education programmes at universities based in these regions.

The Government of the Russian Federation was instructed to submit proposals for establishing a data processing centre in the Republic of Sakha (Yakutia) to stimulate artificial intelligence research; to consider supporting the use of the Horus monitoring system for aircraft engines developed in Yakutia and promoting it in the Russian and foreign markets; to study the region’s experience in creating the Expo Skills School of Information Technology and, if necessary, to submit proposals for scaling it across the Russian Federation, primarily in the Donetsk People’s Republic, the Lugansk People’s Republic, and the Zaporozhye and Kherson regions.

In addition, the instructions to the Government of the Russian Federation concern state support for the distribution of films and animated cartoons produced in the Far Eastern Federal District, which have been a local box-office success and have been recognised at film festivals; extending the Muravyov-Amursky 2030 training programme for the civil service and development institutions of the Far East to the Arctic zone of the Russian Federation; reviewing the performance of cargo delivery services within the Far Eastern Federal District using manned and unmanned aircraft, and suggesting measures to enhance their effectiveness; and state support for the manufacturing of building materials in the Far Eastern Federal District to improve the energy and resource efficiency of the local construction, housing and utilities sectors.

Further instructions to the Government, which aim to promote creative industries across Russia, including in the Republic of Sakha (Yakutia), include allocating funds from the federal budget to support domestic video game developers, in particular, financial and non-financial support for the Institute for Internet Development, as well as the creation of advanced engineering schools in regions that are part of the Far Eastern Federal District, taking into account the experience of implementing the Priority-2030 strategic academic leadership programme.

The instruction to the Ministry of Education concerns assistance to the organisers of the Symphony of the Good international musical performance contest and the inclusion of this event on the Ministry’s list of Olympiads and creative competitions, aimed at stimulating intellectual and creative abilities, physical fitness and participation in sports, interest in research, engineering, and innovation, and at promoting scientific knowledge, creative and sporting achievements.

The Ministry of Defence and the executive bodies of the Republic of Sakha (Yakutia) have been instructed to consider the feasibility of creating an innovation centre for the integrated use of unmanned aerial vehicles in the republic.
