The federal law aims to curb the distribution, under the guise of reliable news, of unreliable, socially important information that creates a threat to public safety and/or health, property, the threat of mass disturbance of public order and/or public security or the threat of interference with, or termination of the functioning of facilities for life support, transport or social infrastructure, lending institutions, energy facilities, industry and communications.
The existing procedure for restricting access to information distribution in violation of Russian law will be applied to such reports.
Also, the federal law stipulates that in cases where this kind of unreliable, socially significant information is disseminated by a mass media outlet that is an online publication, the editors of such an online publication must be notified in advance by the authorised federal executive body and be ordered to remove the offending content. Restricting access to a website is only allowed in cases of non-compliance with the requirement to delete the offending content.
