List of persons entitled to apply for Russian citizenship under simplified procedure expanded

Vladimir Putin signed the Executive Order On Amending the Executive Order of the President of the Russian Federation No. 183 of April 24, 2019, On the Definition of Categories of Persons Entitled to Apply for Citizenship of the Russian Federation under a Simplified Procedure for Humanitarian Purposes and Executive Order of the President of the Russian Federation No. 187 of April 29, 2019, On Certain Categories of Foreign Citizens and Stateless Persons who Have the Right to Apply for Citizenship of the Russian Federation under a Simplified Procedure.

In particular, the amended Paragraph 1 of Executive Order No. 183 of April 24, 2019, now reads: “Establish that citizens of Ukraine, the Donetsk People's Republic or the Lugansk People's Republic and stateless persons permanently residing on the territory of the Donetsk People's Republic, the Lugansk People's Republic or Ukraine, including those who previously had citizenship in the Russian Federation and withdrew from citizenship of the Russian Federation in the prescribed manner, have the right to apply for citizenship of the Russian Federation under a simplified procedure under part 8 of Article 14 of Federal Law No. 62-FZ On Citizenship of the Russian Federation dated May 31, 2002. At the same time, the terms “Zaporozhye Region of Ukraine or the Kherson Region of Ukraine” in the previous text of Executive Order No. 183 dated April 24, 2019, will be replaced with “or Ukraine.”

Amendments have also been made to Executive Order No. 187 of April 29, 2019, in the section regarding citizens of Ukraine and stateless persons who permanently resided on the territory of the DPR, LPR or Ukraine and who have a migration card, a temporary residence permit in the Russian Federation, a residence permit in the Russian Federation, a refugee certificate, a certificate of temporary asylum on the territory of the Russian Federation, or a certificate of participation in the State Programme to assist the voluntary resettlement of compatriots in the Russian Federation, as well as their children, including adopted children, spouses and parents.
