The Federal Law stipulates that research and/or science and technology entities and innovators, regardless of their organisational and legal form or the form of ownership, shall submit information about their planned scientific, science and technology, or experimental research projects involving foreign citizens and foreign organisations, to the integrated state information system of civilian research, development and technological projects. This provision also applies to Russian organisations that have foreign citizens and foreign organisations among their members (shareholders), and whose participation is to be approved by the federal executive body in the field of security in accordance with the list of spheres of scientific, science and technology, and experimental research approved by the Government of the Russian Federation.
The procedure for coordinating the participation of foreign citizens and foreign organisations, as well as Russian organisations that have foreign citizens and foreign organisations among their members (shareholders) in scientific, science and technology, and experimental research projects with the federal executive body in the field of security shall be established by the Government of the Russian Federation.
In accordance with this Federal Law, the above mentioned integrated state information system will also include information about agreements on scientific, science and technology, and experimental projects signed by research establishments and universities (if their projects are financed from the budgets of the budgetary system of the Russian Federation) with foreign research and educational establishments or with research and educational establishments that have foreign citizens and foreign organisations among their members (shareholders) in accordance with the legislation of the Russian Federation, which do not stipulate the financial obligations of the Russian party to foreign participants.
