The Federal Law is intended to improve the migration legislation of the Russian Federation by preventing foreign citizens and stateless persons who have an unexpunged or outstanding criminal conviction for an offence committed either in the Russian Federation or abroad, provided that the offence is recognised as a crime under the legislation of the Russian Federation, from acquiring Russian citizenship or obtaining the right to reside in the Russian Federation.
