The Government of the Russian Federation, together with Russian Railways, has been instructed to ensure that decisions are made to complete the design of all stages of the high-speed rail line between Moscow and St Petersburg. The Government is also to submit proposals for optimising the construction procedures applied in the implementation of this project.
In addition, the Government, in cooperation with Russian Railways, has been tasked with developing a strategic model for the expansion of Russia’s high-speed rail network. This model should include specific timelines and implementation parameters for each project on building such lines.
The Government, with the participation of Sberbank of Russia, is further instructed to explore the use on a priority basis of 300 billion rubles from the National Wealth Fund for the construction of the Moscow–St Petersburg high-speed railway. This measure is intended to reduce the interest burden on the project’s concessionaire.
