Item 2, Article 16 of Federal Law On Freedom of Conscience and Religious Organisations is edited to include an exhaustive list of locations where religious associations can hold services and other religious rituals and ceremonies without prior notice to local or regional executive agencies of the Russian Federation.
Item 5, Article 16 of the Federal Law On Freedom of Conscience and Religions Organisations is also edited to state that with the exception of cases listed in Item 2, public services and other religious rituals and ceremonies (including prayer and religious meetings) held in public places and under conditions that require measures to ensure public order and safety of participants in the religious rituals and other citizens are to be conducted in accordance with the procedures established for holding rallies, marches and demonstrations.
