Vladimir Putin approved a list of instructions following a meeting on the long-term socioeconomic development of the Petropavlovsk-Kamchatsky metropolitan area, held on September 5, 2022.

Instructions to the Government of the Russian Federation concern criteria for listing residential buildings as unsafe for habitation and subject to demolition if their seismic resistance does not meet the established requirements, the use of forest land for tourism, organised sales of catches of aquatic biological resources and fish products, preventing illegal trade in aquatic biological resources and fish products, and amending legislation as needed.

The Government of the Russian Federation was instructed, in cooperation with executive government bodies of the Kamchatka Territory, Gazprom and NOVATEK, to draft and oversee the implementation of a roadmap for developing gas infrastructure in the Kamchatka Territory through to 2025. The roadmap should provide for the construction, by 2024, of coastal infrastructure for the functioning of LNG receiving complex in the Rakovaya Bay of the Avachinskaya Guba, to be funded from the federal budget. It should also envisage the construction of a marine part of this complex, to be financed by NOVATEK, which will include a floating regasification terminal and LNG shuttles tankers. In addition, a provision should be made on possible deliveries of LNG produced by the Sakhalin-2 project to meet the needs of the Kamchatka Territory.

The instructions to the Government of the Russian Federation, jointly with the executive government bodies of the Kamchatka Territory, concern the plan for the comprehensive socioeconomic development of the Petropavlovsk-Kamchatsky metropolitan area through to 2030. It should include, in part, the following: reconstruction of capital construction facilities and land improvement in the central part of the metropolitan area in 2023–2030; construction of campus for universities and vocational schools located in the area; creation of an art cluster in 2023–2025; construction of a public road to the Pacific Coast; construction and reconstruction of the water disposal system in 2023–2026; creation of an ecotechnology park until 2024 (to include a complex with a facility for processing solid utility waste with a capacity of 117,000 tonnes a year and a waste treatment installation with a capacity of 63,000 tonnes per year); construction of a war glory museum in Petropavlovsk-Kamchatsky; and building a local children’s clinic.

The Government of the Russian Federation was instructed to submit, in cooperation with the VEB.RF State Development Corporation, proposals on building a ship repair cluster in the Kamchatka Territory.

The Government of the Russian Federation was also instructed to work together with regional government executive bodies toward developing a programme for resettling residential buildings whose seismic resistance does not meet the established requirements and for the distribution of funds allocated for implementing this programme in light of seismic risks. They were also instructed to present proposals on improving the implementation of the programme for making facilities in the regions of the Russian Federation more earthquake resistant.
