Born September 10, 1957, in Osh in the former Soviet Republic of Kirgizia (now Kyrgyzstan).

Graduated from the history faculty of the Tolstoy Chechen-Ingush State University in 1980 and the faculty of law of the South-Russian Institute of the Humanities in 2002.
Doctor of Philosophic Science. Lieutenant General.

In 1980-1981 worked as instructor at the Nazran District Committee of the Communist Party.
