Graduated from the Kalinin State University with a degree in legal studies in 1987.
1987: Trainee at the Moscow Regional Bar Association.
1987–1990: Post-graduate student at the National Research Institute of Soviet Law.
1991–1993: Lawyer at the Moscow Regional Bar Association.
1993–1996: Deputy of the State Duma of the Federal Assembly of the Russian Federation.
1996–1997: Senior Project Manager at the Russian Privatisation Centre public-state fund.
1997: Senior Project Manager at the International Institute for the Development of World Economy fund.
1997–1998: President of the Budget and Tax Reform Facilitation Fund.
1998–1999: First Deputy Chairman of the Russian Federation State Committee for State Reserves.
