Born in Ufa on June 23, 1968.
In 1990, graduated from K. A. Timiryazev Agricultural Academy in Moscow, from Moscow State Mining University in 2001, and from the Presidential Russian Civil Service Academy in 2003. Mr Kobyakov holds a Candidate of Science degree in biology, a doctorate in economics, and is a professor.
Mr Kobyakov began his career in 1985 as a worker at Bashkortostan Geological Expedition to Mineral Deposits.
1994–1996 – Russian Independent Trade Union of Coal Industry Workers.
1996–1999 – Assistant to a State Duma deputy.
1992–2003 – Deputy Governor of Kemerovo Region.
2003–2005 – Deputy General Director of Yuzhbassugol United Coal Company.
2005–2012 – held various posts in the Presidential Executive Office from chief adviser to deputy head of the Presidential Foreign Policy Directorate.
2012–2014 – Head of the Presidential Secretariat.
From April 2014 – Adviser to the President.
Mr Kobyakov holds the civil service rank of 1st class state adviser.
Married, with son and daughter.
