Executive Order on additional measures carried out in connection with the Executive Order on Introducing Martial Law in the DPR, LPR, Zaporozhye and Kherson regions

Vladimir Putin signed an Executive Order On Additional Measures carried out in the regions of the Russian Federation in connection with Presidential Executive Order No. 756 of October 19, 2022 On Introducing Martial Law in the Donetsk People’s Republic, Lugansk People’s Republic, Zaporozhye and Kherson Regions.

The Executive Order was signed to improve the efficiency of the performance of the senior officials (executive government bodies) of the constituent entities of the Russian Federation in connection with the introduction of martial law on the territories of the DPR, LPR, and the Zaporozhye and Kherson regions.

The Executive Order instructs senior officials of the said regions of the Russian Federation to establish interdepartmental coordinating bodies (defence headquarters) that perform the functions of a territorial defence headquarters and the operational headquarters of a region of the Russian Federation. The defence headquarters is headed by the senior official of the region of the Russian Federation. The Executive Order determines the composition of the defence headquarters and its authority.

According to the Executive Order, to perform the duties of protecting public order, ensuring public security, defending the state border of the Russian Federation and countering subversive and reconnaissance units of foreign states and illegal armed formations, the operational headquarters of the regions of the Russian Federation, on the territories for which a medium level of response has been introduced, shall be vested with additional authority to coordinate the use of the strength and capabilities of the Armed Forces, National Guards troops, the Emergencies Ministry, bodies of internal affairs and the Federal Security Service, as well as forces and facilities in the relevant regions of the Russian Federation.
