The government approved the Concept for Establishing International Financial Centre in Russia. The steps toward establishing the centre and introducing comprehensive legislative regulation of relationships pertaining to the payment systems launching and functioning in Russia are coordinated by the working group on establishing International Financial Centre, set under the Presidential Council for the Financial Market Development, in line with the action plan on International Financial Centre establishment.

On implementation of the Presidential instruction on legislative regulation measures pertaining to establishment and functioning of International Financial Centre in Russia
Following the February 9, 2010 meeting of the Presidential Council for the Financial Market Development and in furtherance of the process of launching International Financial Centre in Russia, the Government of Russia was instructed to design and implement a package of additional initiatives ensuring favourable environment for operation of financial institutions in Russia.
