Sergei Sobyanin presented a report evaluating administration effectiveness in the Russian regions. Dmitry Medvedev responded by stating the need to cut back ineffective administration expenditure in the regions but stressed that all social programmes must be carried out regardless of the international financial situation.
Training of management and administration personnel was another important subject on the agenda. Sergei Sobyanin said that a programme in this area has already been approved by the Presidential Commission for Establishing and Training a Management Personnel Reserve, and once it has been examined by the President will be ready for implementation.
Dmitry Medvedev said that establishing a reserve of management personnel is a top priority and that this could be one of the issues addressed in the Presidential Address to the Federal Assembly.
