The Emergencies Minister told the President about the situation in the flood-stricken regions. Mr Putin suggested that Mr Shoigu prepare documents for federal assistance by the evening and report on the information directly to him.
The severe flooding in southern Russia killed 28 people and three people were still missing. The disaster area covered 19 districts of the Southern Federal District. The flood affected 69 villages and 6,805 houses. Eleven kilometres of gas pipeline, 26 kilometres of roads, and 2 kilometres of power lines were damaged. Four villages were without electricity.
On the same day, President Putin ordered Prime Minister Mikhail Kasyanov to form a commission dealing with the consequences of the disaster in southern Russia. The commission will include representatives of the Emergencies Ministry, Transport Ministry, Defence Ministry, Ministry of Internal Affairs, Finance Ministry, RAO UES of Russia and other ministries and agencies.
Defence Minister Sergei Ivanov received an order to involve all resources and means of the United Group of Forces to provide assistance to residents of Chechnya who suffered a disaster in the city of Grozny and other regions of the republic.
