President Vladimir Putin discussed the issue of reforming the electoral system at federal and regional level in an interview with three Russian television channels.
The new procedures for electing regional governors aim at strengthening and consolidating executive power in the country. The heads of regions should be fully fledged leaders and have enough power to take the decisions that people expect of them.
At the same time, it is essential to create conditions to ensure the legislative branch of power’s optimum functioning. The parliament should work on a professional basis. Everyone who wants to be involved in political activity should do so not behind the scenes but through legal political organisations.
These measures will make it possible to create a balanced power system that does not go against the principles of a democratic society. Such a power system will be better able to resolve the problems the country faces.
