“Your conference is devoted to an important event in Russian history. The first elections to the State Duma played a genuinely unique role in the development of state and public life in Russia. It was during those years that the traditions of Russian parliamentarianism and people’s representation were formed. This valuable experience in creating democratic institutions and political parties is without a doubt very relevant today and deserves close examination.
I hope that the proposals your discussions result in will contribute to the further improvement of the Russian electoral system.”
