Dmitry Medvedev signed the first executive orders on pardons in 2009

The President pardoned 12 individuals convicted of minor crimes and sentenced in court to prison terms of one to two years.

Under the Russian Constitution, the President is entitled to grant pardons. The Presidential pardon is given on the basis of the decisions taken by special commissions in the regions of the Russian Federation.
