The Government of the Russian Federation was instructed to prepare and submit to the State Duma draft federal laws on amending Russian Federation legislation.
Amendments should be made, in particular, to the Forest Code, the Federal Law On Fire Safety, and other legislative acts of the Russian Federation for the purposes of improving forestry management efficiency, implementing measures to regenerate forests, ensuring fire safety, perfecting operation and status of the forests protection service, and prosecuting mayors and senior regional officials for improper performance of their duties, including temporarily transferring their powers to federal authorities.
The Code of Administrative Offences should be amended to stipulate increased fines for breaching regulations on fire safety in forests and establish a special administrative corpus delicti, namely breaching regulations on fire safety in forests when a special fire prevention regime is in place.
Amendments to the Criminal Code must stipulate criminal liability for the destruction of or harm to forest ranges resulting in major damage.
The Town Planning Code and technical regulations are to be amended with regard to guaranteeing fire safety at critically important facilities.
The Government was also instructed to examine the options for introducing forest insurance schemes and set emergency situations reaction levels envisaging additional safety measures for population protection.
It was also directed that the Ministry of Emergency Situations should free of charge transfer its fire-fighting equipment to the regional agencies, while forestry research and educational institutions should form professional training and upgrading associations.
