The Government of the Russian Federation was instructed to consider matters concerning efforts to boost employment levels in the Russian Federation. Thus, the instructions deal with some incentives for employers hiring people who are officially registered as unemployed, the regulation of remote working taking into account the balance of interests between employees and employers, and the creation of the institution of corporate bankruptcy commissioners.
The Government was also instructed to submit proposals on formulating the Russian Federation’s position on matters linked with climate change and its consequences and advancing this position on the international scene, including in relation to the implementation of the December 12, 2015, Paris Agreement.
In addition, the instructions for the Government dealt with more substantial 2021 federal budget funding to provide universal communications services in communities with a population of up to 500 and RSPP involvement in the activities of the Government’s Coordinating Council to Combat the Spread of the New Coronavirus in Russia.
The instructions for the Government and the RSPP involve the establishment of a specialised investment fund called the Fund of Funds whose operations will aim to expand investment volumes in high-tech projects, and also entail the creation of a mechanism for discussing draft federal laws to amend legislation on taxes and duties, with representatives of the business community.
Specific instructions dealing with practical law enforcement matters have been issued for the Government of the Russian Federation together with the Bank of Russia and the Prosecutor-General’s Office.
Instructions for the Government and Rostelecom public corporation deal with the use of technical devices functioning on the basis of the Russian-made Avrora mobile operating system at state agencies and state funded medical and education organisations.
