The Federal Law specifies the provisions of the Code of Administrative Offences of the Russian Federation which establish administrative liability for unlawful cabotage road transport of cargo by foreign carriers that are registered in one of the member states of the Eurasian Economic Union, as well as for violation by the above foreign carriers of the legislation of the Russian Federation concerning cabotage road transport of cargo, or the terms and conditions of cabotage road transport of cargo.
