The instructions to the Presidential Executive Office concern assessing the effectiveness of regional executive authorities and the formation of State Council working groups on key sectors of the economy.
The instructions to the Government of the Russian Federation relate, in particular, to developing an incentive system for officials in the Russian regions, as well as curators and managers of national projects, taking into account the results achieved; redistributing budget allocations among national projects; holding conference calls in 2019–2024 on the progress of national projects in the regions initiated by the respective deputy ministers; and providing information support for the implementation of national projects.
Furthermore, instructions to the Government involve amending legislation governing the contractual system as regards the procurement of goods, works and services for state and municipal needs; shortening the period of town-planning preparation in construction projects; and responding to the proposals of the State Council working group for revising national projects, including making amendments to the legislation.
