The Protocol was signed in Beijing on September 27, 2010.
The Protocol specifies procedures for the transfer of goods, materials, and equipment over the Russian-Chinese state border during the implementation and exclusively for the purpose of building an underwater passage for the Skovorodino-Mohe pipeline under the Amur river. The protocol also establishes simplified access procedures at the Russian-Chinese border for personnel involved with the construction, repair and operation of the underwater passage.
