“In connection with the completion of your term in the high office of President of the Kyrgyz Republic, I would like to express my sincere appreciation of the fruitful dialogue and constructive engagement between our states.
You have led your country in a difficult period of its development and have done a great deal to restore the economy and social sphere. The policies implemented under your leadership contributed to social stability and harmony and strengthened the democratic foundations of statehood.
The Russian-Kyrgyz relations received great positive momentum, guided by the principles of strategic partnership. Close cooperation and mutual support have confirmed the strength of the friendship that has traditionally existed between our nations.
I am confident that the multifaceted Russian-Kyrgyz ties will continue to expand for the benefit of our nations and in the interest of peace and security in Central Asia.”
